This Start-up Toolkit assists in establishing ARISE Networks and provides an overview of basic requirements, a step-by-step guide for creating a national or regional ARISE Network, and a template for developing ARISE Networks Terms of Reference (ARISE Network ToR).

ARISE UNDRR
ARISE advocates for risk-informed development, disaster risk reduction and preparedness action, by encouraging and supporting the private and public sectors to put in place policies and practices to reduce disaster risk and related human and economic losses. It mobilizes the private sector to carry out risk-informed investments and to apply business practices that reduce and prevent the creation of risk, build resilience and enhance recovery from disasters, in line with the Sendai Framework.

The process to refresh all core ARISE governance and profile documents started in 2019, crystalized by a short statement that sets out the issue, solutions and what part ARISE plays in this. It will be featured in the ARISE terms of reference (TORs), guide the communication strategy and become the pivotal identifier of ARISE. As a result of this work, the following new value proposition was developed.

The private sector is a critical participant in the creation of risk-resilient societies. By combining the intellectual (know-how) and capital assets of the private sector with the public sector and other stakeholders’ knowledge, outreach and resources, solutions will be developed and implemented to achieve the Targets of the Sendai Framework by 2030.

ARISE, through both a global Board as well as national networks, aims to support the achievement of this goal through the following ARISE Five Commitments: 1) Raise Awareness: Awareness raising with respect to disaster risk and mobilization of the private sector; 2) Influence: Exercising influence in respective spheres of expertise; 3) Share Knowledge: Share knowledge, experience and good practices amongst the private sector; 4) Catalyse: Be a catalyst to generate innovation and collaboration in developing risk-informed business strategies; 5) Implement: Implement projects and activities to achieve the targets of the Sendai Framework.

This document stresses the importance of disaster risk reduction to the private sector and the central role the private sector can play to prevent new and reduce existing disaster risks. It outlines ARISE's communications activities in supporting the private sector to put in place risk-informed policies and practices.

For the period 2020-2021, UNDRR has chosen four Focus Areas for its engagement with the private sector: 1) Enhancing the resilience of Small and Medium Enterprises (SMEs); 2) Integrating disaster and climate risk into investment decisions by the financial sector; 3) Incentivizing disaster risk reduction and enhanced data for risk-informed decision-making through engagement with the insurance industry as global risk manager; 4) Supporting resilient infrastructure development.

ARISE US is the US Network of ARISE. ARISE was established by the United Nations Office for Disaster Risk Reduction (UNDRR) to, among others, build public-private collaboration globally in disaster risk reduction (DRR).
