Dominican by nationality, Kathia is a graduate of the National University Pedro Henríquez Ureña (UNPHU) with a degree in Economics, a Master's degree in Financial Management with dual accreditation from the Pontificia Universidad Católica Madre y Maestra (PUCMM) and the University of Bordeaux in France. In addition, she holds a Master's degree in Corporate Social Responsibility and Sustainability "Cátedra Don Alejandro Grullón", a dual degree from the PUCMM and the Polytechnic University of Valencia, Spain.

She has experience in development banking in her early years, with a focus on the microfinance sector, as well as she has also addressed the environmental field from the public sector (Ministry of the Environment) and from the civil society sector, where she worked for the last 17 years.

She has been a project manager funded by International and National Cooperation, as well as a promoter of development and sustainability programs, with high participation in budget designs, as well as financial execution monitoring. Oriented to promote the inter-institutional link between the public-business-civil society sector.
